So, despite what it says on the release announcement and the artwork it wasn't BLU 019 at some point ?

I just pulled down this torrent, which is a rip of the harvested.org website and in the "harvested.org -> MAIN PAGE -> BLU001" folder the artwork I linked to earlier is to be found and it too shows the catalogue number as HRV BLU019.
So, my guess would be that it was first given number 019 to match the DVD release and then renumbered to make sure there was no misunderstanding about there being no earlier blurays.
Certainly by May 2013 it was shown as HRV BLU001 on the harvested webpage

There's a RevA release of HRV DVD 018. I've got the NTSC version and can get the PAL version if there's interest. I'll post a torrent of the NTSC version here in a bit.

This is a significant upgrade of our intitial release from 2008. This video appears to be sourced from a 16mm transfer and does not suffer from the poor contrast and visual timecode from the orignial DVD.
